Former Motors site: Land off Grasmere Avenue, Farington

A former Leyland Motors site is now one step closer towards becoming a new housing development.

Outline plans for 160 houses to be built on land off Grasmere Avenue in Farington were first submitted back in October 2011, but there has still been no sign of work starting there.

Now, the Guardian can reveal that an agreement between the applicant, Bracken House Properties LLP, and South Ribble Council is set to be signed off in the next few days, meaning the proposals can finally move forward.

There was a delay over a section 106 agreement, which covers contributions from developers to help improve the local area when a big housing scheme is planned, and this application also covers public open space, cycle and footpath links.

Ritchie Watson, property and land manager for Bracken House Properties, said: “The section 106 agreement landed on my desk last week, and it has taken a few months, but it is due to be signed off soon.

“There is a possibility of a housebuilder bringing the development forward because it is a very large site.”

Concerns were initially raised by residents living nearby over traffic problems a potential housing site could present.

But councillor for the area, Graham Walton, said people are happier about the scheme now.

He said: “The applicant wants to create new parking for the existing houses, so I think people are resigned to it a bit now.

“There was also a bit of contention about the access being down Grasmere Avenue, which is a cul-de-sac where children play.

“The section 106 agreement will cover that, though, in terms of providing somewhere else for children to play.”

He also said delays were down to environmental studies: “This was passed a while ago but there were problems with contamination from the old Leyland Motors site.”

The outline plans indicate that around a fifth of the estate would be earmarked for affordable housing.
