Residents living with noisy neighbours can now record the nuisance on their phones and report it to the council.

South Ribble Council’s new Noise Nuisance App can be downloaded for free to mobile phones or tablet devices and can be used to record noise and create a diary of complaints.

In the past, residents making a complaint to the council about noise, anything from barking dogs to industrial noise, loud music and parties, have been asked to fill in paper diaries.

This log will show how often the incidents are occurring, how long it lasts for and enables officers to collect evidence and decide on the next step – whether that be a visit to the address or the installation of monitoring equipment.

The new app will not only automatically capture the date and time of the noise, but also take a digital recording that will be sent to the council to assist with the investigation.

The app also offers free information, advice and resources about noise issues.

Between April and October 2013, South Ribble Council received more than 320 complaints about noise from residents across the borough and deals with around 700 complaints every year.

As part of the investigations, officers are tasked with deciding whether the noise can be classed as ‘unreasonable’ and if so can serve an abatement notice asking for the offender to stop.

They also have the powers to seize equipment and even prosecute individuals if the nuisance persists.

The council recently silenced one noisy neighbour by confiscating 700 vinyl records, 270 CDs and 170 cassettes as well as a TV, DVD player, Freeview box, speakers and a mini component system.

The haul was the biggest ever confiscated by South Ribble after action was taken against Simon Mayor, 40, of Teal Close, Leyland.

Coun Peter Mullineaux, Deputy Leader and Cabinet Member for Neighbourhoods and Street Scene, said: “This is a fantastic tool that will not only help us in our bid to crackdown on noise nuisance, but also help reduce costs and the amount of paper we use.”

- Residents are minded to be aware of the festive opening times for South Ribble Council services.

The council’s Civic Centre, on West Paddock, closed on Monday, December 23, and will re-open at 8.30am on Thursday, January 2.

The council operates an out-of-hours emergency system which allows incidents that occur outside of normal working hours to be reported.

Residents can ring 01772 625499 during the Christmas break period.

However, the council does not provide an emergency service for pest control or noise from neighbours or alarms.
