Farington homes plan rejected

A vision for more than 100 new homes in Leyland has been knocked back by a planning committee.

Developers wanted to build 107 homes on land between Coote Lane and Church Lane in Farington Moss and applied for outline permission, covering access for the scheme.

However, more than 200 people wrote to South Ribble Council or signed a petition to object to the housing, amid concerns about the loss of greenfield land, privacy and the safety impact on surrounding roads.

Several objectors spoke about their worries at a planning committee meeting in the Civic Centre last night.

One woman told councillors: “I’m against the number of dwellings proposed for this site and the main access road being Coote Lane.

“I live there and the traffic survey for the applicant was carried out in July, when the local school was off and many families were away.

“It does not accurately represent the traffic flow on Coote Lane.

“It is a narrow road already in a bad state of repair with the current traffic flow.

“This application will exacerbate that.”

Peter Crompton, planning agent for the applicants, reminded the committee the council needed to meet affordable housing targets.

Almost a third of the proposed homes would be made affordable.

However, planners recommended the scheme be refused following an objection from highways chiefs at Lancashire County Council.

Farington West Coun Graham Walton said: “The highways authorities are not one bit happy about the access.

“Let’s not forget (the application) is for access only.

“I had a look at the site today and I would not like to be coming out of there with a vehicle - you are on a narrow one-way railway bridge.

“There have been accidents further along the road and the bend at the bottom is terrible as well.”

The application was unanimously refused by the committee.
