Irresponsible dog owners face fines

Dog owners in South Ribble face being fined if their animal is found unsupervised.

Council chiefs say they're taking the tough stance to crack-down on the problem of dog fouling.

From October the owner of any dog found on the streets will be given a 75 Fixed Penalty Notice.

If the dog is not chipped or tagged (and the owner cannot be identified) it will be taken to kennels. The owner will have to pay a 145 release fee to retrieve their pet.

The council has put more than 1,000 notices up across the borough informing dog owners about the new legislation, and the message will be passed on through area committee meetings

Leaflets will also be sent directly to dog owners known to the council.

The council currently returns around 300 stray dogs to owners every year.

Coun Jim Hothersall, cabinet member for neighbourhoods and street scene said: "Dog fouling is not acceptable in South Ribble or anywhere else, and owners must take responsibility for their pets whatever their circumstances.

"Our residents have told us that dog fouling is one of their biggest concerns, and we have vowed to crack down on this problem, using existing powers in our armoury to tackle it and reduce the number of stray dogs on the streets.

"Dog owners may say our approach is harsh, but our responsibility lies in keeping the streets of South Ribble safe and clean for the thousands of law-abiding citizens, not with the minority of dog owners who let their dogs roam free.

"We are taking a zero tolerance approach. If your dog is found on the streets unsupervised, or not on a lead, you will be issued with a Fixed Penalty Notice of 75 – no exceptions. Irresponsible dog owners should consider themselves warned."
