Major planning hearings start

Moss Side Test Track

Moss Side Test Track

Major plans for hundreds of new houses to be built in Leyland are set to be discussed throughout a series of special hearings over the next two weeks.

A planning inspector will examine South Ribble’s Local Development Framework (LDF) at a public hearing, when people who have submitted formal representations will have a chance to put their cases forward.

On the agenda are proposals for the land between Altcar Lane and Shaw Brook Road in Leyland, which the LDF states could provide around 430 homes; land between Heatherleigh and Moss Lane in Farington Moss, which has room for up to 650 houses, plus community and leisure facilities; and the Moss Side Test Track, plans for which include a development of residential and employment uses, also with local services and community facilities.

The LDF is the blueprint designed to shape the future of the borough for the next 15 years, and also includes lots of other sites, but the larger sites have been allocated specific times for discussion during the hearings this month.

The planning inspectorate has appointed Susan Heywood to conduct the examination and decide if the document is ‘sound’ and complies with legal requirements.

If necessary, final amendments will then be made and South Ribble Council will be in a position to formally adopt the new local plan this year, which means it will have more power to approve or turn down plans for housing and employment, based on what has been earmarked for certain sites.

All meetings take place at the council’s Civic Centre in West Paddock, Leyland:

- Altcar Lane, tomorrow (Thurs), at 10am.

- Heatherleigh, March 12, 10am.

- Moss Side Test Track, March 13, at 2pm.
