A shop is under threat of being stripped of its licence after police raised concerns to the council.

Police officers are calling for the Beer Store, on Station Road, in Bamber Bridge, to have its licence revoked following cases of anti-social behaviour and incidents reported over the past 12 months.

The matter will go before South Ribble Council’s licening panel on Tuesday.

The police have said they have concerns over the management of the premises and compliance with legislation.

Fears have also been raised by residents at local Police and Community Together meetings.

In an application to the council, Sgt Anthony Bushell said: “Over the past 12 months these premises have come to police attention in relation to anti-social behaviour mainly caused by young people who congregate in the allyway to the rear of the premises consuming alcohol.

“These issues have also caused concern for local residents and in turn these premises have been a PACT priority on a number of occasions.”

He added: “There have also been a number of incidents reported to the police connected with these premises over the past 12 months.

“These have caused concern in relation to the non-compliance of the staff with licence conditions in the provision of CCTV footage for evidential purposes when requested.”

The application states one contributing factor is members of staff have difficulty in understanding basic English.

It added: “The police have really concerns over the management of these premises and the fact that they have not complied with conditions placed onto the licence by the licensing committee as a result of a previous review.

“Further to this the employment of persons who have no legal status in the country and who have difficulty understanding and being understood impacts of the ability to discharge their responsibility under the Licensing Act.

“There are no conditions that could be applied to any premises licence that would effectively combat this growing problem, not would any suspension resolved the issues.

“The police would therefore as the licensing committee to revoke the premises licence.”

A report due before the panel states the premises came to the attention of the police following non-compliance with the Licensing Act 2003.

It added: “Further enquiries have discovered that the premises are employing persons who are unlawfully in the UK and who are not entitled to work.”

South Ribble’s licensing panel will meet on Tuesday at 6pm at the Civic Centre, West Paddock.

The owner of the Beer Store was unavailable for comment.
