Landowners who want to build 107 homes in Farington Moss have lodged an appeal against the decision to refuse planning permission.

South Ribble Council’s planning committee turned down the plans for a new housing estate to be built between Coote Lane and Church Lane in March, saying the scheme would not fit into the council’s wider plan for development in the area.

But landowners Peter and Sheilagh Chester and Michael Gould have now appealed against the knock-back, meaning a decision will now be made by an independent planning inspector instead.

The reason for refusal was based on the council’s Local Development Framework, which has not yet been signed off by the planning inspectorate, having ‘safeguarded’ the land against all types of development that would prejudice long-term ‘comprehensive development’ of the land.

In the appeal documents though, the applicants’ agent argues that this reason is ‘inappropriate’, because the site is ‘completely self-contained’.

The BE Group also adds the benefit that approving this development would have on South Ribble’s five-year hosing land supply targets, and says that the appeal should have regard to the provision of affordable housing that the development would offer - 30 per cent of the overall scheme.

The original outline application, covering access, stated that 105 of the homes would be served off Coote Lane, and the remaining two from Church Lane.

Earlier this year, the council received 51 letters of objection from residents, and a petition with 204 signatures from people opposed to the project was also put forward.

Neighbours raised concerns over issues such as traffic, flooding and loss of green space.
